I feel, therefore, that we can do nothing

to assert Hong Kong's claim to Persian Opium. except by repeating once more in our reply that they will be allowed to purchase when it becomes necessary to meet the demand at the approved price.

We could simply inform the Governor immediately that, in view of the prospective visit of the League Commission, the Secretary of State is unable to approve his proposals, adding as to Persian Opium as above, but I think on the whole it might be best to consult Sir Malcolm Delevingne

first.

? copy of No.1 to Sir Malcolm Delevingne saying that in view of the decision reached on the Governor's previous proposals. and especially in view of the definite appointment of the League Commission of Enquiry, the Secretary of State feels it is impossible to press the Governor's proposal, and say that if Sir Malcolm Delevingne agrees- it is proposed to inform the Governor that the Secretary of State is unable to approve any considerable departure from established policy until the results of the League Commission of Enquiry are available. Add that it is proposed to repeat once more to the Governor the assurance that he will be allowed to purchase Persian Opium when it becomes necessary to meet the demand at
